It almost feels like a digital out-of-focus filter liquifying the scenery. As people approach the piece, they understand that they are facing a blurry reflection of their surroundings, themselves included. The closer they get, the clearer the image becomes, and it is only then that they realize they are in front of an undulating mirror vibrating at a very high speed.
